About this opportunity

The Maryland Environmental Service is soliciting competitive sealed bids for liquid sludge hauling services at four wastewater treatment plants in Washington and Frederick Counties under IFB solicitation, with bids due September 18, 2026 at 1:00 PM, and this is a Small Business Reserve procurement restricted to certified small businesses under Maryland Code Ann., State Finance and Procurement Article, sections 14-501 through 14-505.

The scope covers closed, watertight tanker truck transportation of liquid sludge from four originating facilities — Albert Powell Fish Hatchery WWTP (Hagerstown), Foxville Gardens WWTP (Sabillasville), I-70 Rest Stop WWTP (South Mountain), and Town of Myersville WWTP (Myersville) — to site-specific receiving WWTPs on the same day loads are generated. Estimated annual sludge volumes range from 50,000 gallons (Albert Powell) to 360,000 gallons (Myersville), with hauling frequencies between two and ten loads per month depending on facility. The contractor must obtain written approval from Frederick and Washington County Health Departments prior to contract execution and comply with COMAR 26.04.06, 40 CFR Parts 257, 258, and 503, and Frederick County Industrial Waste Ordinance 12-33-628. The contractor bears all regulatory compliance costs, fuel surcharges, rental fees, County permits, and mobilization charges; MES pays State sewage sludge generator fees, MDE-mandated permit fees, and Frederick County disposal fees.

The contract term is one year from the Notice to Proceed, with MES retaining unilateral right to renew for four additional one-year option years at unit prices stated in the bid form. The contract is non-exclusive. Bidders submit unit prices per gallon for the base year and each of four option years; total bid across all five years determines award to the lowest responsive and responsible bidder. Payment is monthly based on invoices submitted before the 10th of each month. No bonding requirements apply.

A site visit is available by contacting Bob Barnhart at bbarnhart@menv.com with at least 24 hours' notice; the final deadline for scheduling site visits is September 1, 2026 at 1:00 PM. Electronic submission through the MES Procurement Portal (Bonfire) is mandatory; late bids submitted by mail, email, fax, or hand delivery will not be accepted.
