About this opportunity
The Maryland Department of Transportation State Highway Administration is requesting bids on elevator inspection, maintenance, testing, emergency response, and repair services for two facilities in Cambridge, Maryland under Small Business Reserve (SBR) designation, with bids due July 1, 2026 at 2:30 PM. This is a restricted procurement limited to certified small businesses as defined by the Governor's Office of Small, Minority & Women Business Affairs.
The scope covers two elevators: a Cemco CLP1430 hole-less lift at the Sailwinds Visitor Center and a SmartRise ST5822 (4,000 lb capacity) at the Cambridge Maintenance Office Complex. Services include monthly preventative maintenance inspections at intervals not exceeding thirty days, compliance with Maryland Department of Labor regulations and ASME A17.1 standards, twenty-four-hour emergency response with four-hour notification response time, and non-routine repairs on an as-needed basis.
Bidders must document five years of experience providing elevator services for commercial or government facilities; employment of technicians certified by the National Elevator Industry Educational Program (NEIEP) or Certified Elevator Technician (CET) program qualified for Cemco and SmartRise systems; Maryland state licensure and authorization; and references. No established MBE or VSBE subcontracting goals are specified.
The contract is fixed-price for preventative maintenance combined with time-and-materials for repairs, with a thirty-six-month base term and no renewal options. Commercial General Liability and Worker's Compensation insurance of one million dollars each are required, with the State listed as an additional insured. Award is made to the lowest responsible and responsive bidder based solely on total bid price. Questions are due June 26, 2026 at 12:00 PM. Bids must be submitted electronically through eMMA.
