About this opportunity

The Maryland State Highway Administration is soliciting bids for elevator preventive maintenance services at the Hanover Complex in Howard County under a Small Business Reserve Procurement, with bids due September 23, 2026 and a pre-bid conference and site visit on September 2 at 10:00 a.m.

This procurement is restricted to Maryland-certified small business vendors. No MBE/DBE or VSBE subcontracting goals are stated.

The scope covers monthly and annual preventive maintenance, inspection, lubrication, testing, adjusting, cleaning, and repair or replacement services for four elevators serving five departments in Building No. 1 at 7491 Connelley Drive, Hanover, Maryland. The contractor must perform 36 planned on-site service visits annually on the second Tuesday of each month and provide 24/7 emergency service availability with three-hour response times for emergencies and 48-hour response for routine calls. Service work includes detailed inspections of mechanical systems, hydraulic components, door equipment, rotating machinery, hoistway devices, and control systems, plus required safety testing and certifications. All materials and tools are provided by the contractor at no additional cost for travel time.

The minimum qualifications are five years of commercial elevator service experience; a minimum workforce of two Maryland-licensed commercial elevator technicians with five years of experience each; current Maryland business licensing; $1,000,000 in liability insurance; and three commercial references from work performed within the past two years.

The contract is fixed-price for a three-year term with no renewal options. Pricing is evaluated on unit costs for labor hours, parts markups not to exceed 10 percent, and equipment rental not to exceed 10 percent. Award goes to the lowest responsive and responsible bidder.
