About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) Centreville Maintenance Facility is soliciting bids for 200 hours of front-loading milling machine services with operator in Queen Anne's County under a Small Business Reserve designation, with bids due May 12, 2026 at 1:00 p.m. This is a SBR procurement limited to certified small business vendors as defined under Maryland State Finance and Procurement Article 14-501 through 14-505.

The scope requires a contractor-owned front-loading milling machine with operator capable of milling existing pavement to a minimum depth of 2 inches in a single 6.5-foot pass for site-specific paving reconstruction. The contractor must transport the machine via trailer, provide all fuel and labor, and maintain an operator responsive to SHA contract manager direction. Work is scheduled Monday through Friday, 6:30 a.m. to 3:00 p.m., excluding state observed holidays, with the contractor required to respond within five working days for routine scheduled work and seven days for initial project review meetings. The contractor may not subcontract and must employ staff directly.

The contract runs two calendar years from June 1, 2026 through June 1, 2028. Payment is firm fixed price per hour, with all costs—fuel, oil, grease, maintenance, repairs, insurance, taxes, labor, and overhead—included in the hourly machine rate. The state guarantees a minimum 8-hour payment per callout to cover mobilization costs. The state will provide maintenance of traffic, lane closure permits, traffic control, cleanup, material removal, and hot mix asphalt.

Award is based on the lowest responsive bid price submitted by a responsible bidder under Competitive Sealed Bidding rules. A site visit is available upon request but not required. The public bid opening is held the same day via Microsoft Teams. No federal funding is involved.
