About this opportunity
The City of Lawrenceville, Georgia is soliciting competitive sealed bids for DOT Project #13895, a natural gas pipeline installation project located in Gwinnett County. The procurement involves the installation of approximately 10,000 linear feet of 8-inch steel pipe, 2,500 linear feet of 4-inch polyethylene (PE) pipe, and 1,000 linear feet of 2-inch PE pipe across multiple locations including Hurricane Shoals Road, Hurricane Trail, State Routes 316 and 29, and Alcovy Boulevard. Sealed bids must be submitted to the Lawrenceville Finance Department, 70 S. Clayton Street, Main Level, Room M46A, by 2:00 P.M. on June 11, 2026, with public opening and reading to follow; bids received after 3:00 P.M. will not be accepted. Qualified bidders must submit one unbound original and one copy of their sealed bid envelope marked with the bid number, bidder name, opening date and time, and utility contractor's license number, and must provide a five percent bid bond, non-collusion affidavit, and statement of bidder qualifications. Required contractor qualifications include a permanent place of business, a valid utility contractor's license, appropriate equipment, evidence of at least three similar contracts exceeding $400,000 within the past five years, and compliance with federal operator qualification programs per 49 CFR Part 192. Successful contractors must provide 100 percent payment and performance bonds and comprehensive insurance including $500,000 commercial general liability, $500,000 auto liability, and $1,000,000 umbrella coverage. A mandatory pre-bid conference is scheduled for 10:00 A.M. on May 11, 2026, at Lawrenceville City Hall, 4th floor City Council Chambers; all bidders are urged to attend. Questions regarding the bid must be submitted to Kenneth Morris, Purchasing Director, at purchasing@lawrencevillega.org no later than 3:00 P.M. on May 14, 2026. Work must be completed within 250 consecutive calendar days from the Notice to Proceed, with a substantial completion option of 180 days, and the City of Lawrenceville will supply all materials while the contractor is responsible for installation labor and testing.
No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in this procurement opportunity. No incumbent vendors or current contractors are identified in the solicitation documents. The contract includes liquidated damages provisions establishing a minimum of $2,500 per day or up to $8,498 per day if verified Georgia Department of Transportation (GDOT) delays occur, and award will be made to the lowest responsive and responsible bidder. All work must comply with federal pipeline safety regulations, state and local environmental requirements, drug and alcohol testing protocols, and the Illegal Immigration Reform and Enforcement Act of 2011. No specific budget range or award value is provided in the solicitation; however, the scope of work and required contractor qualifications (evidence of three similar contracts exceeding $400,000) suggest a project value in the six-figure range. The bid structure requires line-item pricing with a not-to-exceed total, allowing for potential scope adjustments while maintaining similar project parameters.
