The new scale must have a minimum 100-foot length, 12-foot width, 200,000-pound gross weighing capacity, and be NTEP Class IIIL approved. Key deliverables include complete scale installation, concrete work, wiring, testing, and certification with the Missouri Department of Agriculture's Division of Weights and Measures. The bid period runs from February 5, 2024, to February 26, 2024, at 2:00 PM CST, with site inspections available Monday through Thursday between 9:00 AM and 3:00 PM. Written questions are due by February 19, 2024, at 3:00 PM, with addendum responses posted by February 21, 2024. The contract period will run from the date of award through May 31, 2024.
MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation. Bidders must submit a bid bond or certified check for 5% of the bid amount and will be required to provide a 100% performance and payment bond upon award. The project falls under prevailing wage requirements for Atchison County, as specified in Annual Wage Order #30. Vendors must provide comprehensive warranties, including 10 years on weighbridge components and load cells, and 5 years on weight indicators and remote displays. The contract will be awarded to the lowest responsive and responsible bidder, with MoDOT reserving the right to reject any or all bids. While no incumbent vendor is specified, MoDOT will provide some supporting infrastructure, including electrical service, traffic control, and foundation pit cleaning. The project requires bidders to have expertise in commercial motor vehicle scale installation, meet specific technical certifications, and demonstrate the ability to complete the installation within the specified timeframe.
