About this opportunity

The California Department of Transportation (Caltrans) has issued a Small Business Minor B Solicitation (Contract No. 10A2851) for a highway sign replacement project spanning Amador, Calaveras, and Merced Counties. The procurement specifically targets replacing existing pedestrian signs with combined bicycle/pedestrian signs and installing new signage along Routes 4, 88, and 140. The project involves 11 distinct line items including lead compliance plan, construction area signs, traffic control system, temporary pedestrian access route, portable changeable message signs, job site management, water pollution control program, sign removal, sign installation, and sign furnishing. The solicitation requires contractors to complete the work within 15 working days, with a total estimated project cost of $109,300.00. The bid opening is scheduled for November 10, 2025, and proposals must be submitted electronically to tammy.p.tran@dot.ca.gov, with strict guidelines that bids exceeding $461,000.00 will be automatically rejected.

The contract is exclusively reserved for certified Small Business contractors who possess either a Class A or applicable Class C license. While the Department establishes no specific Disabled Veteran Business Enterprise (DVBE) contract goal, they actively encourage DVBE participation in the project. Bidders must submit unit-price proposals and will be evaluated based on being the lowest responsible bidder who fully complies with all solicitation requirements. Payment bonds and insurance will be mandatory for the awarded contractor. The project documentation indicates that standard Caltrans contract provisions will apply, including liability clauses for contract refusal and default conditions. Interested contractors must complete the proposal with comprehensive business details, including license numbers and contact information, and agree to electronic signature provisions. Contractors should note that the current solicitation documents have limitations in digital accessibility, and interested parties can request an accessible version through the provided link or by calling (916) 654-2852.
