About this opportunity

The California Department of Transportation (Caltrans) is soliciting bids for a Small Business Minor B contract to replace census station loops, piezoelectric axle sensors, and pull-boxes in Kern County, with work also spanning Inyo County and the communities of Inyokern and Kernville. The procurement encompasses eight distinct line items including construction area signs, traffic control systems, portable changeable message signs, job site management, water pollution control programs, modifying traffic monitoring stations, lead compliance plans, and stationary impact attenuator vehicles. Bidders must provide detailed unit pricing for each line item and submit all required documentation including state contractor's license information, Federal ID or Social Security number, Department of Industrial Relations registration, and small business certification number. The contract requires completion within 60 working days, with bids submitted by email only to kimberly.reap@dot.ca.gov. The bid due date is March 24, 2026 at 2:15 p.m., and award will be made to the lowest responsible bidder whose quote complies with all requirements within 30 days after bid opening. If the total bid exceeds $25,000, the successful bidder must furnish a payment bond equal to at least 100 percent of the total bid amount.

This is a set-aside contract restricted to certified Small Businesses under section 2-1.05, and bidders must maintain their small business certification status at both the time of quote submission and contract award. While Caltrans establishes no Disabled Veteran Business Enterprise (DVBE) contract goal, the department actively encourages DVBE participation. The estimated project cost is approximately $360,000.00, with a maximum bid cap of $461,000.00 per Public Contract Code Section 10105(b); any bids exceeding this threshold will be rejected. Prevailing wages may apply under Section 7-1.02K(2) of the Standard Specifications. All required submittals including the Price Quote Proposal Sheets, Subcontractor List, Small Business Status certification, California Company Preference statement, Contractor Certification Clauses, California Civil Rights Laws Certification, Darfur Contracting Act Certification, and In-Use Off-Road Diesel-Fueled Vehicle List must accompany the bid package. Bidders who refuse to execute the contract within the required timeframe will be liable for actual damages or 10 percent of the bid amount, whichever is less, and may be listed as ineligible for future Caltrans projects.
