About this opportunity
The California Department of Transportation (Caltrans) Division of Procurement and Contracts is soliciting bids for a Small Business (SB) Minor B Invitation for Price Quote (IFPQ) for Contract Number 07A6357, which covers installation and upgrade of traffic control devices, signage, pavement markings, and retroreflective markers along approximately 8 miles of State Route 91 in Los Angeles County (post miles 6.3 to 14.5). The project encompasses 25 line items with an estimated magnitude of $189,559.33, including lead compliance planning, construction area signs, traffic control system installation and maintenance, job site management, water pollution control, temporary drainage inlet protection, removal and installation of pavement markers, removal of thermoplastic traffic stripes, aluminum sign fabrication and installation (W1-8R, W1-8, R6-1R, R6-1L, R6-1(LT) designations), thermoplastic pavement marking, and traffic stripe tape installation. Key deliverables include fiber optic cable systems, ramp metering systems, closed-circuit television (CCTV) cameras with pan-tilt units, and changeable message signs. Prospective contractors must submit sealed price quotes by email only to kimberly.reap@dot.ca.gov no later than April 23, 2026, with the solicitation posted on April 9, 2026; hard copy submissions will not be accepted and will be rejected. Award will be made to the lowest responsible bidder whose quote complies with all solicitation requirements. Contractors must submit completed forms including the Price Quote Proposal Sheet, Subcontractor List, Small Business Status certification, California Company Preference declaration, Certified DVBE Summary, Contractor Certification Clauses, Civil Rights Laws Certification, Darfur Contracting Act Certification, and Off-Road Diesel Vehicle List, along with proof of State contractor's license board licensing and Federal ID number.
This procurement is restricted exclusively to certified Small Business contractors under California Code Section 2-1.05; bids exceeding the statutory limit of $484,000 will be rejected per Public Contract Code Section 10105(b). While the Department establishes no mandatory Disabled Veteran Business Enterprise (DVBE) contract goal, DVBE participation is encouraged, and interested firms must submit a Certified DVBE Summary as part of their bid package. Payment bonds and certificates of insurance will be required at the time of contract award if the company is selected as the low bidder, with contractors facing liability for actual damages or 10 percent of the bid amount (whichever is less) if they refuse to execute the contract. The project references the 2025 Edition of Standard Specifications and multiple design exhibits for fiber optic modifications and communication systems upgrades. The work is classified as preconstruction operational status, with all equipment and systems under construction as of the January 30, 2026 checklist date. The project budget range is approximately $189,559.33 with a maximum allowable bid ceiling of $484,000.
