About this opportunity
The California Department of Transportation (Caltrans) is soliciting bids for a Small Business Minor B contract to replace Traffic Management System (TMS) elements across San Benito County, Santa Cruz County, and Santa Cruz City on State Highway 101 and Route 17. The procurement encompasses nine line items including lead compliance planning, traffic control systems, stationary impact attenuators, portable changeable message signs, job site management, water pollution control programming, and modifications to changeable message sign systems and traffic monitoring stations at specified locations. Bidders must submit unit price proposals for each line item via email to Justina.Binsfeld@dot.ca.gov by April 16, 2026, at 2:15 p.m., with the contract number in the subject line; no pre-bid meeting is scheduled. The work must be completed within nine working days, and contract award will be made to the lowest responsible bidder within 30 days of bid opening. Required qualifications include current small business certification at the time of bid opening and contract award, as well as a valid California contractor's license, Federal ID or Social Security number, and Department of Industrial Relations registration number. Bidders must submit complete documentation including subcontractor lists, small business certification forms, nondiscrimination certifications, and environmental compliance documentation. The project will be executed under the 2025 Standard Specifications and Standard Plans, with project plans available electronically through the Cal eProcure website.
This procurement is designated exclusively for certified small businesses under Section 2-1.05, and bidders must maintain this certification through contract award. While no Disabled Veteran Business Enterprise (DVBE) contract goal has been established, the Department encourages DVBE participation. Any bid exceeding $484,000.00 will be rejected per Public Contract Code Section 10105(b), establishing a hard cap on contract value. The estimated project cost is approximately $380,000.00, with the contract value capped at $484,000.00. Payment bonds equal to 100 percent of the total bid are required for awards exceeding $25,000; performance bonds are not required. Insurance certificates and a Payee Data Record (STD 204) must be submitted at contract award. Prevailing wage requirements may apply based on contract amount thresholds. Inquiries regarding the solicitation should be directed to D5.Bidders.Questions@dot.ca.gov, and bid results will not be published online; contractors must request results directly from the analyst.
