About this opportunity
The Commonwealth of Virginia Department of Behavioral Health and Developmental Services is requesting bids under IFB #124075 to supply sawdust and switchgrass for combustion at Piedmont Geriatric Hospital's power plant in Burkeville on an as-needed basis, with sealed bids due July 29, 2026 at 3:00 p.m. Virginia's small business subcontracting goal of 42% applies; bidders must submit a Small Business Subcontracting Plan.
The scope requires materials compliant with 40 CFR Part 241 for Non-Hazardous Secondary Material and ASTM D6000-D6004 moisture-content standards. The material composition must contain a minimum of 40% sawdust by weight with the remainder clean, dry switchgrass, with flexibility to exceed the sawdust percentage. Bidders must provide firm unit prices for eight product categories: pure sawdust, pure switchgrass, and six blend ratios ranging from 40/60 to 90/10 sawdust-to-switchgrass combinations. All pricing is all-inclusive, incorporating shipping and unloading. Deliveries occur on a walk-in trailer basis as determined by the agency, with the contractor responsible for all labor, materials, and transportation. The contractor is liable for damages caused by foreign materials or contamination; rejected loads require replacement at no cost to the agency.
The contract term runs August 1, 2026 through July 31, 2027, and is renewable for four successive one-year periods. Billing is monthly based on actual tonnage delivered, with invoices due by the fifth business day of each month and payment within 30 days of accurate invoice receipt. Bidders must provide at least five references demonstrating similar service provision, maintain Commercial General Liability insurance of $1,000,000 per occurrence, and comply with E-Verify if the employer exceeds 50 employees on contracts over $50,000. Questions are due July 15, 2026. Bidders must register in eVA and submit responses through Virginia's electronic procurement system.
