About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for dental services at San Antonio State Hospital, with responses due July 22, 2026 at 10:30 a.m., and a questions deadline of July 13, 2026.
The scope encompasses comprehensive dental care including diagnostic evaluations, preventive care, restorative treatments, endodontic therapy, periodontal treatment, and oral/maxillofacial services such as extractions, biopsies, and trauma care. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with potential for additional hours by mutual consent. Bidders must hold a Doctor of Dental Surgery (DDS) degree and possess a minimum of five years of relevant dental experience. Three verifiable references for similar contracts within the last five years are required, and contractors must submit to background checks prior to commencing work. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract.
The initial contract term runs three years from September 1, 2026 through August 31, 2029, with no renewal periods, though HHSC reserves the right to extend for up to one additional year for continuity of service or transition. Pricing must be submitted as firm, fixed prices on the provided Pricing Sheet (Exhibit C), inclusive of labor, equipment, materials, and supplies. Historical spending for similar services was $45,000 annually. Price adjustments may be permitted based on Consumer Price Index formula, and contractors may request adjustments for federal minimum wage increases with supporting documentation. Evaluation criteria include bidder qualification, ability to meet performance requirements, and price; HHSC reserves the right to award to the bidder offering best value rather than lowest price.
Contractors must maintain comprehensive insurance coverage including workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). All responses are subject to the Texas Public Information Act and must comply with HUB subcontracting plan encouragement and ethics standards. Electronic submission is available through the HHS Online Bid Room; in-person submission at PCS, 1100 W. 49th Street, Austin, Texas is also accepted.
