About this opportunity
The Texas Health and Human Services Commission is requesting quotes for a one-year SAS Training Points subscription under IFB HHS0017533, with responses due August 7, 2026 at 10:30 a.m. Central Time. Questions are due July 29, 2026 at 12:00 p.m.; an addendum with Q&A responses was posted August 3, 2026.
The scope is a 12-month subscription to SAS Training Points (manufacturer number TRNPTS-POINTS-AT) for use across any SAS training services. Performance location is the HHS Commission at 4601 W Guadalupe Street, Austin, Texas 78751, HHS Region 7. The contract term runs one year from award, with an optional extension for up to one additional year at HHSC's sole discretion.
Pricing must be firm and fixed using Exhibit C, with all unit prices inclusive of labor, equipment, materials, supplies, and related expenses. Price adjustments are not automatic and may be permitted only at HHSC's sole discretion, correlated with the Consumer Price Index per a specified formula. Contractors may request adjustments based on federal minimum wage increases or offer voluntary decreases at any time.
All responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) to avoid disqualification. A written demonstration of capability is required, detailing size and scope of operations, years in business, customer-service and order-fulfillment headcount, and supervisory structure by location. Bidders must submit completed Addendum Acknowledgement Forms if addenda have been issued. Optional submissions include financial capability and solvency documentation. Historically Underutilized Business (HUB) subcontracting plans are encouraged but not required if subcontracting opportunities exist.
Required insurance includes Workers' Compensation with employer's liability of $1 million per accident; Commercial General Liability of $1 million per occurrence with $2 million aggregate; Commercial Automobile Liability of $1 million; Professional Liability of $1 million; and Umbrella Liability of $1 million.
Evaluation criteria emphasize compliance with IFB requirements, ability to meet performance delivery requirements, and pricing. Awards are based on best value to the State rather than lowest price alone. Responses may be submitted through the HHS Online Bid Room or alternative methods specified in the solicitation package. Late submissions will not be accepted.
