About this opportunity

The California Department of Parks and Recreation is soliciting bids for the Santa Cruz District Exterior Painting Project (# C1568028), a comprehensive painting and restoration initiative spanning four distinct state property locations in San Mateo and Santa Cruz Counties. The project requires a qualified contractor to furnish all labor, materials, tools, supplies, equipment, and transportation necessary to complete exterior building painting, which includes surface preparation, repair and patching of damaged wall areas, and lead-based paint abatement. Specific sites include a State Residence and Detached Garage in Half Moon Bay, Half Moon Bay State Beach Sector and Maintenance/Resource Offices, and the Victorian House at Wilder Ranch State Park. Contractors must hold current, active licenses in Classification B (General Building), C33 (Painting and Decorating), D39 (Scaffolding), and possess EPA Lead Safe Certification. Bid questions were accepted until 12:00 PM on February 16, 2016, with the final bid submission deadline set for February 23, 2016, and interested parties were required to submit written requests to Jacob Bentley at Jacob.Bentley@parks.ca.gov to obtain any available question and answer documents.

The procurement includes specific set-aside designations and participation requirements, notably mandating a 6% Disabled Veteran Business Enterprise (DVBE) participation with additional incentives for exceeding this threshold. A 5% Small Business preference was also available for certified small businesses or non-certified businesses subcontracting at least 25% to certified small businesses. The project estimate was approximately $70,000, with contractors required to submit a Letter of Bondability and provide payment/performance bonds within 10 days of award. Standard state insurance requirements were specified, including $1 million in general liability coverage per occurrence, $1 million in auto liability, and mandatory workers' compensation coverage. Contractors were expected to complete the entire project within 120 calendar days from the notice to proceed, demonstrating a comprehensive and time-sensitive approach to restoring and protecting critical state park infrastructure across multiple locations.
