About this opportunity

The City of Phoenix Office of the City Engineer is requesting qualifications for a Sanitary Sewer Rehabilitation Program Job Order Contract, with Statements of Qualifications due November 30, 2026 at 12:00 p.m. Phoenix time. The City has waived its Small Business Enterprise goal for this project, so no mandatory SBE subcontracting applies. Contractors must still demonstrate good-faith efforts to use SBE firms, and only firms certified by the City of Phoenix under Chapter 18, Article VIII of the Phoenix City Code count toward SBE requirements.

The scope is on-call rehabilitation of the wastewater collection system, primarily 8-inch to 15-inch sanitary sewer pipes but potentially including larger diameters. Services include traffic control, sewer cleaning, CCTV digital scans, bypass pumping, trenching, pavement restoration, spot repairs, PVC-liner repair, cured-in-place pipe (CIPP) installation, manhole rehabilitation and replacement, odor control, and other related rehabilitation work. Contractors must hold appropriate Arizona contractor licenses, provide performance and payment bonds for each Job Order Agreement, and register in the City's Vendor Management System before submittal. All sites are in Arizona.

Up to five contractors will be selected through a qualifications-based process. The contract term is 36 months or $30 million per JOC, whichever occurs first, with an optional 24-month renewal or the balance of the maximum amount, not to exceed $50 million total. Individual Job Order Agreements will not exceed $4 million in construction costs.

Evaluation totals 1,021 points: General Information (150 points, 14.7%), Experience and Qualifications of the Firm (250 points, 24.5%), Experience of Key Personnel (250 points, 24.5%), Approach to Performing Required Services (350 points, 34.3%), and Reference Checks (21 points, 2.1%). The first three references submitted are scored up to 7 points each across seven categories rated 1 to 4. Reference forms must be completed by the project owner or owner's representative and emailed to soq.referencechecks@phoenix.gov, referencing JOC 261 in the subject line, by November 20, 2026 at 12:00 p.m. Completed forms become public record.

A pre-submittal meeting is scheduled for November 9, 2026 at 1:00 p.m. at City Hall (8th Floor, Conference Room) and via Microsoft Teams. Questions go through the e-Procurement Portal, and firms must comply with all contact restrictions with City employees. The SOQ is limited to 10 pages in PDF format with a font size of at least 10 point, and a surety bonding statement from a company rated A- or better for the prior four quarters is a separate attachment. Selection notifications are anticipated in January 2027, with a JOC Workshop in February 2027.
