About this opportunity

The City of Colusa Department of Public Works is requesting sealed bids for the Sanitary Sewer & Recycled Water Project (City Project No. 23-209, SRF Loan Project No. C-06-8613-110), with bids due by 3:00 PM on September 1, 2026. A 24 percent DBE participation goal applies, structured as 12 percent race-conscious and 12 percent race-neutral components, with bidders required to demonstrate good faith efforts to meet the goal or provide outreach documentation.

The scope encompasses approximately 13,000 linear feet of new sewer gravity main, recycled water main, sewer force main, and sewer manholes, plus pavement grinding and overlay work. The 38 base bid line items cover mobilization, traffic control, demolition, pavement work, sanitary sewer pipes (4 to 30 inches in diameter), force mains (8 to 10 inches), recycled water force mains (up to 10 inches), gate valves, and thermoplastic pavement markings. The project is subject to prevailing wage requirements under California Labor Code Section 1770 et seq., with rates determined by the California Department of Industrial Relations and federal minimum wage rates as applicable.

Award will be based on lowest responsive base bid cost, with three additional bid alternates available for the city's consideration. The successful bidder must hold either a Class A contractor license or an appropriate combination of license classes and must furnish a faithful performance bond and payment bond, each equal to 100 percent of the contract amount. Progress payments are made monthly at 95 percent of documented labor and materials, with 5 percent retained as performance security, payable within 60 days after final project acceptance.

The project is funded through a State Revolving Fund loan and is subject to federal and state nondiscrimination compliance, federal contract requirements including debarment and anti-lobbying certifications, and California Public Contract Code provisions. A non-mandatory pre-bid meeting is scheduled for August 18, 2026, at 10:00 AM at Colusa City Hall. A preconstruction conference will be held after contract award at a date and time to be determined.
