About this opportunity

Southeast Regional Management District in Montgomery County, Texas is requesting sealed bids for construction of sanitary sewer lift stations to serve the Keenan Cutoff (Labella) Development, with bids due September 3, 2026 at 2:00 p.m. Site visits are required prior to bid submission, and a non-mandatory pre-bid conference is scheduled for August 20 at 2:00 p.m. at L Squared Engineering in Conroe, Texas.

The scope comprises three lump-sum bid items: a 180 GPM sanitary sewer lift station with wet well, pumps, basic controls, fencing, piping, valves, site work, control panel with auto dialer, and appurtenances; a generator with controls, enclosures, automatic transfer switch, fuel system, and appurtenances sized to support full electrical load; and a 500 GPM sanitary sewer lift station at the wastewater treatment plant with wet well, pumps, controls, and control panel. Contractors must submit unit price bids; final contract price is determined by actual quantities performed.

The desired timeframe for substantial completion is 60 days from contract commencement, with bonus incentives of $1,500 per day for early completion capped at $30,000 maximum. Liquidated damages are $500 per day for failure to achieve substantial completion and $1,000 per day post-substantial completion until final completion. Bid security of not less than 5 percent of maximum bid price is required in the form of certified check, bank money order, or bid bond. Performance and payment bonds are required under Texas State Law. Progress payments are made monthly at 90 percent of work completed with 10 percent retainage; 95 percent is paid upon substantial completion less engineer estimates for remaining work. The contract is exempt from prevailing wage requirements. Bidders must provide a completed, signed, and notarized Texas Ethics Commission Form 1295 with certificate number prior to award.
