About this opportunity
The Louisiana Department of Corrections is seeking a Blanket Order Contract for sand, gravel, and limestone materials for the Louisiana State Penitentiary through a competitive bid process. The solicitation (RFx Number 3000024954) covers five specific line items: 1,000 tons of clean sand, 1,000 yards of fill sand, 1,000 tons of #57 limestone, 250 tons of #610 limestone, and 980 tons of washed road gravel. The contract will be initially established for one year, beginning July 1, 2025, or the date of award, with options to renew for two additional 12-month periods, not exceeding a total of 36 months. Bidders must deliver materials in minimum truckload quantities using a "spot dump" delivery method within 3-5 days of order receipt. Evaluation criteria include being the lowest responsive and responsible bidder meeting all specifications, with pricing to include all freight charges and remain firm for the entire contract period. The bid opening is scheduled for June 24, 2025, at 10:00 AM CST, with both electronic and physical bid submission options available.
The procurement offers preferences for Louisiana-based businesses, with additional points awarded to vendors whose workforce comprises at least 50% Louisiana residents. Bidders must be registered in the LaGov system and comply with various state and federal requirements, including civil rights laws and ADA accessibility standards. While no specific set-aside designations are explicitly outlined, the state reserves the right to reject individual line items and make awards on an individual basis. Vendors must provide certifications regarding discrimination, firearm industry relations, and federal suspension or debarment. The state intends to use electronic payment methods, including the LaCarte procurement card for purchases under $5,000 and Electronic Funds Transfer (EFT) for larger transactions. Although specific budget ranges are not detailed, the contract is structured as a blanket order, meaning the Louisiana Department of Corrections will call for materials as needed without guaranteeing minimum quantities.
