About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2500000759 for the procurement and delivery of 2,275 tons of fine sand or top-dressing sand suitable for beach applications across five state parks and resort parks. The solicitation requires delivery of 1,700 tons to Lake Barkley State Resort Park, 300 tons to Kentucky Dam Village State Resort Park, 100 tons to Carr Creek Lake State Park, 100 tons to Lake Malone State Park, and 75 tons to Buckhorn Lake State Resort Park. Sand specifications require material to be screened and free of shells and pebbles, with white or brown coloring acceptable and mason sand permitted. Vendors must deliver sand to one location at each park, with park employees responsible for distribution following delivery. The RFB was originally released on June 25, 2025, with written questions due by July 2, 2025, at 10:00 AM ET, and an initial bid closing date of July 10, 2025, at 1:30 PM ET, which was extended to July 16, 2025, at 1:30 PM ET via Addendum No. 1. Award will be determined using a best value approach with evaluation criteria weighted at 90 points for price and 10 points for delivery time in working days, with the lowest bidder receiving maximum price points and the fastest delivery time receiving maximum delivery points. All bids must be submitted electronically through the Kentucky eProcurement system, and vendors must register in the Commonwealth Vendor Self Service System at least 24 to 48 hours prior to submission. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes, and all proposed pricing must remain valid for a minimum of 60 calendar days following the bid due date. No site visits or bidders' conferences are required by the solicitation.

Kentucky resident bidders receive reciprocal preference in accordance with Kentucky Revised Statutes, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preference adjustments of 15 to 20 percent of maximum points. Prior to award, successful bidders must submit a Revenue Form 10A100 Kentucky Tax Registration Application if applicable and provide completed affidavits certifying campaign finance compliance, resident bidder status, or qualified bidder status as applicable. Successful bidders must also provide proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as an additional insured, and Automobile Liability Insurance with minimum limits of $1,000,000 per occurrence combined single limit if delivery is provided by the contractor. The contract will be awarded by line item, allowing vendors to bid on one or more line items, and will be established as an Award Contract for use by the Kentucky Department of Parks as needed with no specified initial contract period or renewal options. A one percent deduction per day applies to invoices for each day deliveries are late beyond the contracted delivery date. No incumbent vendors or specific budget range is disclosed in the solicitation documents.
