About this opportunity

Salt Lake City Corporation is requesting proposals for third-party fire inspection reporting software services to be managed by the City's Fire Department under RFP SLCI26057, with proposals due September 18, 2026. No set-asides or preference programs apply.

The contractor must provide a cloud-accessible software system that collects, organizes, and electronically transmits inspection data from independent inspection contractors to the City's Fire Department. Covered inspection types include fire extinguishers, fire suppression systems, hood systems, fire alarm systems, emergency responder enhancement communications coverage systems, and fire watch reporting as mandated by the International Fire Code. The system must support automated reminders to building and business owners regarding inspection deadlines, notify the Fire Marshal's office of non-compliant properties, provide auditing capabilities, and function across Windows, Mac, Linux, and mobile platforms. The contractor assumes responsibility for employee and equipment safety, damage to City property, maintaining required licenses, and ensuring confidentiality of City records. All data and documents generated become City property with full copyright ownership; the contractor may retain reproducible copies for internal reference and marketing purposes.

The contract term is five years with an optional five-year renewal. Per Salt Lake City Code Chapter 18.44.020, the per-inspection fee charged to end users is capped at $10 and must remain constant throughout the term; adjustments require 30 days' notice and Chief Procurement Officer approval. The cost proposal must specify the per-inspection fee separately from software licensing, implementation, and subscription costs. The City seeks consistency with other Wasatch Front jurisdictions to minimize administrative burden on multi-site building and business owners.

Evaluation employs two-stage technical scoring with a minimum threshold of 262.5 of 375 possible points required to advance, followed by presentations and cost evaluation. The lowest-cost proposer receives maximum cost points with others scored proportionally. A single contract award is anticipated to the responsive and responsible offeror with the highest combined score. Contractors must demonstrate municipal track record with similarly-sized jurisdictions, provide a dedicated account manager, and guarantee technical support with Service Level Agreements including uptime guarantees. Questions and specific proposal-closure dates are published on the Utah Public Procurement Place (U3P) platform.

Opportunity text

The local fire code or the authority having jurisdiction require the use of a third-party reporting system for fire inspection information. It is the intent of the Salt Lake City Corporation to select a contractor as the City's third-party fire inspection reporting entity, who can provide a program to collect and report on the results of various fire inspections which are being done by independent inspection contractors for business/building owners who are required to report such information to the Salt Lake City Fire Department. The selected contractor through its reporting program shall collect, organize, and transmit the inspections information to the Salt Lake City Fire Department in electronic form. These inspections could include but are not limited to inspections of extinguishers, fire suppression systems, hood systems, fire alarm system, emergency responder enhancement communications coverage system and fire watch reporting. The software program or other solutions and services provided by the contractor should send out reminders to building and business owners to have their inspections completed and the reports submitted. The contractor may also notify the Fire Marshal's office of any buildings and/or businesses that fail to comply. The City would like to have some consistency with the other jurisdictions within the Wasatch Front with regard to the impact to building/business owners who have multiple buildings in multiple locations and jurisdictions.
