About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is seeking bids for the sale of surplus Fall Chinook and Coho salmon carcasses from three specific hatcheries: Bonneville Fish Hatchery, Big Creek Hatchery, and Klaskanine Hatchery. This Invitation to Bid (ITB) covers the period from August 1 to December 31, 2025, with proposals due on July 8, 2025, at 3:00 PM. Bidders can submit proposals for individual or multiple hatcheries using either Form A (for all businesses) or Form B (for Oregon small businesses). The procurement requires successful bidders to obtain a Wholesale Fish Dealer License, which involves a $502.00 application fee and meeting specific licensing requirements. Evaluation will be conducted on a per-hatchery basis, with the contract awarded to the highest responsible bidder. Bidders must provide a 10% bid security deposit or performance bond and meet comprehensive insurance requirements outlined in Exhibit E of the ITB. The estimated fish quantities vary by hatchery, species, and grade (female, male, jack), with different pricing for Grade 1 and Grade 2 fish.
The procurement includes specific set-aside considerations that prioritize Oregon small businesses, particularly those located in counties with high unemployment rates. Potential bidders must possess a current Oregon Fish Dealers license or have a completed wholesale fish dealers license application. The opportunity includes specific restrictions, such as the Department's right to first use fish for its own needs and tribal entitlements before considering surplus sales. Bidders must comply with non-discrimination policies and provide appropriate certificates of insurance with specified coverage limits. While no specific incumbent vendors are mentioned, the solicitation indicates potential award values will be determined by the volume and grade of salmon carcasses available at each hatchery. The procurement is limited to businesses capable of processing and utilizing salmon carcasses from the specified hatcheries, with an emphasis on supporting local and small business participation in the state's fisheries management ecosystem.
