About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) has issued an Invitation to Bid (ITB) for the sale of surplus fall Chinook and Coho salmon carcasses during the 2023 season. This procurement opportunity covers potential surplus salmon carcasses from various ODFW hatcheries, with bidding available for any or all hatchery locations between August and December 2023. Prospective bidders must possess a valid 2023 Oregon Fish Dealers license or submit a completed wholesale fish dealers license application with a $250 application fee. The bid submission deadline was August 2, 2023, at 3:00 PM, with contract awards to be made to the highest responsible and responsive bidder(s) for each hatchery. Key qualifications include meeting insurance requirements specified in Exhibit E of the ITB and demonstrating the ability to handle and process salmon carcasses. Bidders are required to provide a 10% bid security deposit or performance bond, and the procurement includes specific guidelines for carcass grading, catch fees, payment terms, and record-keeping requirements.

The ITB includes specific provisions for Oregon Small Businesses, providing preferential allocation of surplus salmon, with priority given to businesses located in areas with high unemployment rates. The procurement allows for potential participation by disadvantaged enterprises, though specific set-aside percentages are not explicitly detailed in the provided documentation. The contract appears to prioritize meeting existing state and tribal obligations before making surplus salmon available for commercial sale. While specific award values are not precisely enumerated, the procurement suggests a flexible approach to selling surplus salmon carcasses based on availability and bidder interest. The opportunity is open to fish dealers and processors capable of meeting the state's regulatory requirements and demonstrating the technical and financial capacity to handle and process the salmon carcasses. The procurement covers multiple jurisdictions, including Multnomah County and Canyonville City, reflecting a broader regional approach to managing surplus fish resources.
