About this opportunity

The Town of Manchester, Connecticut, located in Hartford County, is soliciting bids for the sale of approximately 45 cubic yards of scrap metal waterworks material, including cast iron, brass, steel bolts, rubber gaskets, and four 55-gallon barrels of brass parts and meters. The procurement is structured as an invitation to bid (ITB #24/25-39) with a competitive pricing approach, where bidders will be evaluated based on the highest price per pound. The scrap materials are located at two sites within Manchester: the Water Department's storage yard at 3 Line Street and 125 Spring Street, and will be sold on an "as is and where is" basis. Interested bidders must provide all necessary labor, materials, and equipment for complete removal, with strict requirements that removal occur only on weekdays between 7:30 am and 3:00 pm. The bid response deadline is December 20, 2024, at 11:00 am, with a virtual bid opening via Zoom, and potential bidders are encouraged to contact Kevin Tait at (860) 647-3208 to schedule a site viewing of the materials.

The contract opportunity does not appear to have specific set-aside designations for disadvantaged enterprises. However, bidders must complete a Living Wage Certification Form, indicating compliance with the Manchester Living Wage Ordinance, with potential exemptions for nonprofits, businesses with fewer than 25 eligible employees, or contracts valued under $25,000. The successful bidder will be required to weigh all materials on the state-certified truck scale at the Town of Manchester Landfill and make full payment within five business days of pickup. Additionally, the bidder must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and umbrella/excess coverage with specified minimum limits. While no specific contract value is mentioned, the bidder will be responsible for purchasing the scrap metal and covering all removal costs. The Town reserves the right to reject any bid and make awards in the best interest of the municipality, with additional requirements including compliance with federal and state safety standards.
