About this opportunity

Escambia County Department of Waste Services is requesting bids to purchase recycled goods from Perdido Landfill under ITB #PD 25-26.104, with responses due August 17, 2026 at 9:00 a.m. and questions due August 10, 2026.

The scope includes purchase of scrap metals (number 2 heavy melt, shredable steel, old sheet aluminum, number 2 copper), end-of-life electronics (freezers, AC units, computer systems, monitors, televisions, miscellaneous electronics), and lead acid batteries. The vendor must provide roll-off storage containers (4–6 at a time), pickup and drop-off transportation services on an as-needed or regular-schedule basis, and utilize the County's scale house for weight verification. The vendor must accept scrap propane and gas tanks with valve stems removed, televisions, monitors, and batteries as mandatory requirements.

Pricing is structured on a percentage-of-current-market-price basis for scrap metals and per-pound pricing for miscellaneous electronics; all costs for containers, transportation, labor, and environmental fees must be included in offered prices. The County has no guaranteed tonnage requirements. The vendor must submit index prices with each payment check and provide monthly spreadsheets documenting weights removed and payments made to the County.

Required qualifications include Florida business registration, valid hazardous waste transportation permits from the Florida Department of Environmental Protection, proper vehicle placarding and scale house procedures, comprehensive insurance (General Liability $1 million per occurrence / $2 million aggregate; Business Auto Liability $1 million per accident; Workers' Compensation at statutory limits), E-Verify compliance, sworn statements regarding public entity crimes and scrutinized companies certifications, conflict-of-interest disclosures, and current W-9 forms.

The contract shall commence upon execution for thirty-six months with options to renew for two additional twelve-month periods, up to sixty months total, subject to Board approval and appropriation of funds. The County reserves termination rights with thirty days' notice; the contractor may terminate for good cause with ninety days' notice. Award is made on an all-or-none basis to the lowest responsive and responsible bidder.
