About this opportunity
Escambia County Department of Waste Services is requesting bids on the purchase of recycled goods from Perdido Landfill under ITB PD 25-26.102, with bids due August 6, 2026 at 1:00 p.m., and a mandatory pre-bid meeting on July 30, 2026 at 10:00 a.m. at the landfill site in Cantonment, Florida.
The scope encompasses purchasing and removing recyclable materials — scrap metals (shredded steel, heavy melt, aluminum, copper), end-of-life electronics (freezers, AC units, dishwashers, refrigerators, CPUs, laptops, monitors, televisions), and lead-acid batteries — with the vendor providing roll-off containers and pickup or drop-off services on an as-needed or regular schedule. The vendor must utilize the county's scale house for weight verification, provide monthly payment spreadsheets or receipts, obtain a Florida Department of Environmental Protection permit or registration to transport hazardous waste, and accept televisions, monitors, batteries, and propane/gas tanks with valve stems removed by county staff. Pricing for scrap metals is submitted as a fixed percentage of current market prices established by specific material indexes; miscellaneous electronics and batteries are priced on a per-pound unit basis. All bids must include costs for containers, transportation, labor, environmental fees, and other applicable costs.
The contract commences upon execution and extends for thirty-six months, with options to renew for two additional twelve-month periods up to a maximum of sixty months total, subject to mutual agreement and Board of County Commissioners approval. The county reserves the right to terminate with or without cause upon thirty days' prior written notice and makes no tonnage guarantees. Questions are due August 3, 2026 at 12:00 p.m. This is an all-or-none award; the county reserves the right to reject any or all bids or waive informalities.
