About this opportunity

Santa Rosa County is seeking sealed bids for the sale of approximately 5 acres of property located in the Santa Rosa Industrial Park East through Invitation to Bid (ITB) 25-029. The procurement is specifically targeting an end-user who will commit to creating at least 10 new jobs and making a capital investment exceeding $1 million in the property. Electronic bid responses must be submitted via the County e-Procurement Portal by 10:00 am on Wednesday, March 12, 2025, with a public bid opening to be conducted through Teams. Bidders are required to submit a minimum $500 non-refundable earnest money deposit, a detailed letter of interest, a completed Scrutinized Company Certification, and a sworn statement pursuant to Florida Statutes. The bid requires comprehensive documentation demonstrating the bidder's ability to meet the job creation and investment requirements, with the Santa Rosa County Board of County Commissioners reserving the right to waive irregularities, reject any or all bids, and select the proposal most beneficial to the county.

The county explicitly encourages participation from diverse business segments, including small businesses, minority/women-owned businesses, and disadvantaged business enterprises. There are no specific set-aside designations mentioned, but the Board of County Commissioners emphasizes non-discrimination in contract administration, stating they will not discriminate based on race, color, religion, national origin, disability, sex, or age. While no incumbent vendors are identified, the solicitation indicates the property is part of a larger 115.14-acre industrial park development zoned M2 with an Industrial Future Land Use Map designation. The lots are configured for industrial use, with sizes ranging from approximately 12.68 to 15.59 acres. Although a specific award value is not explicitly stated, the requirement of a minimum $1 million capital investment suggests the county is seeking substantial economic development opportunities that will generate significant local economic impact.
