About this opportunity
The City of Lubbock is soliciting sealed bids for the sale of city-owned property consisting of a 3.27-acre tract of land located in Section 22, Block AK at 10202-10304 Milwaukee Avenue, with bids due by April 27, 2026, at 2:00 p.m. via electronic submission through the City's Bonfire portal or hard copy delivery to the Director of Purchasing and Contract Management. Bidders must submit sealed bids accompanied by a completed Contract of Sale, executed Bid Form, and earnest money as specified in the contract documents, with no pre-bid meeting scheduled. Written clarification requests must be submitted no later than five calendar days prior to the bid closing date, and the City reserves the right to postpone the bid opening through addenda posted on the Bonfire portal at least 48 hours in advance. Bid results will be opened via Zoom teleconference, and bid prices must remain firm for a minimum of 60 days with all bids submitted F.O.B. delivered, including all delivery and packaging costs. The property will be sold on an "as is, no warranty" basis, and the City is exempt from federal excise, state sales, and transportation taxes, which must not be included in the bid amount. Award may be made to the lowest responsible bidder or the bidder offering the best value, with evaluation criteria including purchase price, bidder reputation and quality, ability to meet the City's needs, past relationship with the City, HUB compliance, long-term cost, and other relevant factors, with Texas bidders within five percent of the lowest non-resident bid eligible for consideration if they offer the best combination of price and economic development opportunities.
There are no specific set-asides or restrictions limiting participation to disadvantaged or minority-owned enterprises, though bidders must comply with HUB requirements and certify M/WBE firm status as applicable. Bidders must not be suspended or debarred by any Federal agency for transactions of $25,000 or more and must comply with Texas Government Code requirements including non-listing on the Texas Comptroller's website for Iran, Sudan, or Foreign Terrorist Organization dealings, non-boycott of Israel, and non-discrimination against firearm entities or energy companies for contracts valued at $100,000 or more with 10 or more full-time employees. Vendors must complete a Conflict of Interest Questionnaire no later than the seventh business day after beginning contract negotiations, disclosing any employment or business relationships with local government officers, gifts exceeding $100, family relationships with officials, or business relationships with entities in which officers hold ownership interests. Bidders must submit a completed Non-Collusion Affidavit certified under oath and notarized, along with vendor risk assessment information regarding cybersecurity, business continuity, and personally identifiable information handling. No specific award value or budget range is disclosed in the solicitation materials, as the property is being offered for competitive bidding with award to be made based on the bid price and evaluation criteria specified.
