About this opportunity
The City of Lubbock, Texas is soliciting sealed bids for the sale of 0.70 acres of city-owned property located at 1207 North Avenue T in Lubbock County. The property, comprising approximately 30,600 square feet of vacant land zoned for General Industrial use, will be sold on an "as-is, no warranty" basis. Bidders must submit sealed bids electronically through the City's Bonfire partner website or in hard copy to the Director of Purchasing and Contract Management by April 29, 2026, at 3:00 P.M., with electronic submissions recommended at least 24 hours in advance of the deadline. All bids must include a completed Contract of Sale, earnest money, and an executed Bid Form, with bid prices remaining firm for a minimum of 60 days. The property is located at the southwest corner of Marshall Street and North Avenue T with adequate frontage and access to primary thoroughfares, and all necessary utilities including public water, sewer, electric, and natural gas services are available to the site. The highest and best use for the property is identified as industrial development consistent with its General Industrial zoning classification and surrounding industrial land uses. Evaluation criteria include purchase price, bidder reputation and quality, extent of meeting city needs, past relationship with the city, Historically Underutilized Business (HUB) compliance, and long-term costs, with the City reserving the right to award to the lowest responsible bidder or the bidder offering the best value.
No specific set-aside designations are mandated for this procurement; however, the solicitation documents require bidders to comply with Historically Underutilized Business (HUB) requirements and reference compliance with local preference provisions under Texas Local Government Code 271.9051, which allows consideration of bids from local bidders within five percent of the lowest bid if they offer the best combination of price and economic development opportunities. All bidders must submit a notarized Non-Collusion Affidavit and complete a Conflict of Interest Questionnaire disclosing any relationships with City of Lubbock officials or family members that generate taxable income exceeding $2,500 over a 12-month period, gifts valued at more than $100, or family relationships with city officers. Bidders must also provide federal suspension and debarment certifications and comply with Texas Government Code sections regarding Iran/Sudan business activities, Israel boycott provisions, and firearm and energy company discrimination prohibitions. The property appraisal, completed as of February 23, 2026, established a market value of $26,000 based on analysis of comparable vacant land sales and the sales comparison approach. The City is exempt from federal excise, state sales, and transportation taxes, which must not be included in bid amounts, and no incumbent vendors or current contractors are identified as the property is being sold rather than leased or managed.
