About this opportunity

The State of Maine Division of Purchases is soliciting bids for a Salamander Rapid Tag ID System, with bids due May 25, 2011.

The procurement will be awarded to the lowest responsible bidder. Maine's tie-bid resolution favors in-state bidders and those offering Maine-manufactured commodities or services. The state reserves the right to reject any or all bids, waive formalities and technicalities, and award based on best value rather than price alone, considering service quality, conformity with specifications, delivery dates, and overall economy.

Bidders must submit responses electronically by the stated closing date and time using prescribed forms. Bids must provide separate unit prices for each line item unless otherwise specified. Amendments and late submissions will not be considered. Pricing must exclude Maine State Sales and Use Taxes and Federal Taxes on items not for resale; exemption certificates are provided upon application. All transportation charges, including freight and express delivery, must be prepaid by the contractor unless otherwise specified. Cash discounts of 20 days or more are considered in bid evaluation; discounts under 20 days are not factored into award determinations.

Contractors must furnish items exactly as specified on the Purchase Order, with any deviation subject to rejection. All deliveries must comply with applicable Federal, State, and local laws and regulations. Contractors are required to provide Material Safety Data Sheets for hazardous chemicals in compliance with Maine's Chemical Substance Identification Law. The state reserves the right to increase or decrease ordered quantities by up to 10% unless otherwise stated. The state is not responsible for network delays in electronic bid submission systems.
