About this opportunity
The State of Michigan, Department of Technology, Management and Budget, on behalf of Saginaw County, is procuring concrete sidewalk and brick wall replacement services for the Saginaw State Office Building located at 411 E. Genesee, Saginaw, Michigan. This Request for Proposal (RFP #180000003490) seeks qualified contractors to remove and dispose of existing concrete sidewalks, concrete curb islands, and brick walls, then install replacements with new materials. The scope of work includes replacing approximately 1,350 square feet of sidewalk (in two areas measuring 45' x 12' and 10' x 15'), removing and replacing approximately 75 linear feet of straight concrete curb, and removing and replacing a brick wall measuring approximately 20 fly brick with 3'6" height; the State will supply bricks for the wall replacement. Installation must be completed within five calendar days of purchase order receipt during standard business hours (7:30 AM–5:00 PM). Contractors must conduct a mandatory site visit by October 4, 2018, at 12:00 PM Eastern (contact Mike Noonan at 517-712-0882), submit written questions by the same deadline to Kyle Stolicker at stolcikerk@michigan.gov, and submit complete proposals electronically through the SIGMA VSS system by October 11, 2018, at 12:00 PM Eastern. Evaluation criteria consist of a 100-point technical score divided into general requirements (40 points), service levels (30 points), project plan (20 points), and vendor questions worksheet (10 points); only proposals achieving a minimum of 80 technical points will have pricing evaluated. The State will award the contract to the responsive and responsible bidder offering the best value based on combined technical merit and pricing, with the contract begin date to be determined.
The solicitation documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Contractors must provide a Certificate of Liability Insurance naming the State of Michigan and its departments as additional insureds, demonstrate ability to provide specified products and labor, comply with background check requirements, and meet all mandatory minimum requirements including environmental and hazardous material disclosure obligations. Pricing must be firm for the entire contract length with adjustments permitted only upon documented evidence of actual cost changes supported by indices or supplier letters, subject to 30-day review and negotiation periods. Liquidated damages apply at $5,000 plus $100 per day for late or improper completion and $1,000 per individual per day for unauthorized removal or unapproval of Key Personnel. No specific contract value or budget range is listed in the available solicitation documents; however, contractors must submit detailed pricing for eight line items covering sidewalk labor and materials, concrete curb island labor and materials, brick wall labor and materials, and optional poured wall alternatives in the provided pricing matrix format.
