About this opportunity

The Missouri Department of Transportation (MoDOT) has issued a Request for Proposal (RFP) seeking qualified vendors to provide Statewide Safety Toe Footwear Sales and Fitting Services for approximately 4,400 eligible MoDOT employees. The contract period will run from April 1, 2024 through March 31, 2025, with up to four one-year renewal options. The successful vendor must provide mobile sales units to serve seven MoDOT districts and the Central Office, making a minimum of two visits per year to each location. Required products include both steel and nonconductive composite safety-toe footwear meeting ASTM F2413-11 Classification I-75 for impact and C-75 for compression resistance, with additional safety features like metatarsal guards, electrical hazard protection, and puncture resistance. Proposals are due by January 17, 2024 at 2:00 PM CST, with vendor questions accepted until December 28, 2023. The evaluation criteria will be comprehensive, including product requirements (20 points), service requirements (20 points), delivery (20 points), billing requirements (25 points), additional information (5 points), and experience/expertise/reliability (10 points).

The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE. MoDOT will provide a standard allowance of $160 per pair for safety toe footwear and $180 per pair for metatarsal footwear, with vendors required to accept personal checks, cash, VISA, and MasterCard for any costs exceeding the allowance. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to potentially purchase under the contract terms. Vendors must maintain various insurance coverages, including $4 million in general and automobile liability coverage. While no specific incumbent vendor is mentioned, the RFP indicates that participation in the safety-toe footwear program is optional for employees, suggesting flexibility in the procurement approach. The total potential value of the contract will depend on actual employee participation and footwear purchases during the contract period.
