About this opportunity

The University of North Carolina at Pembroke (UNC Pembroke) is seeking a professional vendor to provide and install safety and security window film across its campus through Request for Quote #71-Q2024-15. The procurement involves installing security window film on approximately 42,000 square feet of glass windows, including exterior doors, exterior window glass, and interior door window glass across 33 campus buildings. The primary objective is to enhance campus security by applying at least 8-mil thick film designed to maintain glass structural integrity, prevent window separation from frames, and delay potential intrusion attempts. An alternate option exists for 18,500 square feet of higher mil film installation. Evaluation criteria will include price, vendor availability, product structural integrity, warranty information, and proven track record of large-scale installations. The solicitation was issued on March 10, 2025, with quotes due on March 26, 2025, and all work must be completed by May 30, 2025. Vendors are required to submit comprehensive technical specifications, testing information, references, and comply with state requirements.

The procurement encourages participation from Historically Underutilized Businesses (HUB), specifically promoting small, minority, and women-owned contractors. Vendors must demonstrate compliance with E-Verify requirements and fair employment practices. While no specific budget range is explicitly stated, the project scope suggests a substantial investment in campus security infrastructure. The contract appears to be open to multiple types of vendors, with a preference for those experienced in large-scale security film installations and capable of meeting comprehensive technical specifications. Contractors will be evaluated not just on pricing, but on their ability to provide a solution that effectively enhances building security through advanced window film technology. The solicitation signals a strategic approach to campus safety, seeking a vendor that can provide both high-quality materials and expert installation services across multiple campus buildings.
