About this opportunity

The Arizona Department of Transportation is requesting bids on safety improvements to State Route 89 in Yavapai County, with bids due May 15, 2026 at 11:00 a.m. Mountain Standard Time. Bidders must be prequalified with the Department and included on the project Plansholder List as a Prime Contractor — a mandatory eligibility gate.

The scope consists of adding a northbound passing lane on SR 89 between mileposts 353.67 and 354.62 (north of Drake), including roadway mainline and shoulder widening, signing and pavement markings, seeding of disturbed areas, and ground-in rumble strip installation. The project allows 140 working days for completion.

The programmed contract amount is $4.56 million. A proposal guaranty equal to 10 percent of the bid amount is required. The successful bidder must execute a Performance Bond and Payment Bond, each in 100 percent of the bid amount. The contractor must maintain a valid Arizona contractor's license and comply with federal wage determinations established by the Secretary of Labor.

The project is subject to federal-aid provisions, including DBE requirements under 49 CFR Part 26. During the current transition period, no specific DBE goals or counts toward overall DBE goals apply; however, contractors are encouraged to pursue DBE-neutral efforts. All subcontractors and suppliers must be registered in the AZ UTRACS system, with a Bidders/Proposers List confirmation email due to the Department's Business Engagement and Compliance Office within five calendar days of bid opening. The project is subject to Title VI non-discrimination provisions, environmental mitigation and erosion-and-sediment-control requirements, and traffic control specifications with liquidated damages of $1,105 per 15-minute interval for unauthorized lane closures on SR 89. Contract documents are available electronically through the Department's website; electronic bidding is required.
