About this opportunity

The City of Rochester, located in Monroe County, New York, is seeking to establish a term contract for prescription safety glasses for city employees through a competitive bidding process. The procurement (Bid No. 522980) solicits vendors capable of furnishing, fitting, dispensing, and repairing safety glasses that meet ANSI Z87.1 - 2003 Standards or its latest revision. Key procurement requirements include service delivery at contractor retail locations, providing equivalent service to standard retail customers, and adherence to specific employee prescription protocols. Employees must obtain a doctor-endorsed prescription within three months of departmental authorization and fill the prescription within 30 days. The bid is scheduled to be open from January 7, 2025, with proposals due on January 16, 2025, at 11:00 a.m. Evaluation criteria will focus on identifying the lowest responsive and responsible bidder, with vendors required to submit prices across 16 different unit price categories to calculate Average Bid Price and Total Bid Price.

The procurement includes a 5% price advantage for New York State-certified Minority and Women-owned Business Enterprises (MWBE), signaling a commitment to supporting diverse vendors. While OnGuard Safety Corporation and Armourx Inc. are designated as standard product lines, alternative brands meeting equivalent specifications may be considered. Bidders must provide detailed pricing for various lens types including single vision, bifocal, trifocal, and progressive designs, as well as frame materials in plastic and metal. Additional pricing is required for supplementary options like photochromic lenses, oversized frames, and tint variations. The contract is initially structured for one year with potential extensions up to three additional one-year periods if mutually agreeable. The city reserves negotiation rights and the ability to terminate the contract if necessary, though specific budget ranges or total contract values were not explicitly detailed in the procurement documentation.
