About this opportunity
River Valley Regional Commission (RVRC) in Georgia is requesting proposals for consulting engineering services to develop a regional Comprehensive Safety Action Plan under the USDOT Safe Streets for All grant program, with proposals due August 17, 2026 at 3:00 p.m. and written questions due July 29, 2026.
The scope encompasses a systemic safety analysis and roadway design countermeasure toolbox for a 15-county region spanning approximately 5,400 square miles with a population of around 375,000. Nine primary tasks structure the engagement: stakeholder and public engagement planning, state of practice and data review, crash data analysis, countermeasure toolkit development, implementation matrix development, progress and transparency methods, administrative draft and final plan preparation, executive summary creation, and final deliverables. The final report is due January 2029.
Proposals must include documentation of the lead firm and any sub-consultants, points of contact, an executive summary, relevant project experience with at least three references from the past five years, key personnel qualifications, a detailed technical approach, a detailed budget by task, staffing capacity documentation, a project timeline, and compliance statements with all federal and state laws. Proposals are limited to a maximum of 20 numbered pages with 11-point minimum font size and must be submitted in PDF format via email to Tracie Hadaway at thadaway@rivervalleyrc.org.
The selection committee will evaluate proposals on qualifications and relevant experience of the firm and key team members (40% weight), proposed technical approach (30% weight), work plan and schedule (20% weight), and multi-jurisdictional and federally funded project experience (10% weight). The anticipated contract award date is October 1, 2026, with project kickoff October 15, 2026. Proposals must remain valid for a minimum of 90 days from receipt. The contract is subject to compliance with federal laws, civil rights protections, environmental requirements, and labor standards provisions. Answers to written questions will be posted by August 3, 2026.
