About this opportunity

The City of Whitehouse, Texas is requesting qualifications from a multidisciplinary consulting team to develop a citywide Safety Action Plan under the U.S. Department of Transportation's Safe Streets and Roads for All grant program, with statements of qualifications due September 9, 2026 at 4:00 p.m.

The consultant must be capable of planning under the Safe System Approach and preparing an adoption-ready plan that addresses all roadway users, satisfies SS4A requirements, and supports future implementation funding. Key scope elements include project management and grant coordination; crash and roadway safety analysis with fatal and serious-injury baseline and high-risk network identification; community engagement and coordination with City departments, TxDOT, Smith County, the applicable metropolitan planning organization, Whitehouse ISD, emergency responders, and stakeholders; assessment of policies, design practices, operations, maintenance, and development regulations affecting roadway safety; identification and prioritization of evidence-based infrastructure, behavioral, operational, policy, education, and technology strategies; and development of planning-level costs, implementation responsibilities, phasing, schedules, and performance measures. The consultant must deliver editable reports, GIS files, data, maps, technical documentation, presentation materials, and closeout support, with final adoption targeted by February 28, 2028.

The total eligible project cost is $130,000 (federal share $104,000; local share $26,000) under the FY2025 SS4A Planning and Demonstration Grant, though this funding amount is not guaranteed as the consultant contract amount and the City may increase, decrease, or refine scope based on available funding. The Project Manager must hold a professional engineering license in Texas at time of submittal. Evaluation criteria include project manager and principal experience within the past seven years, team experience and availability, prime firm's relevant experience from the past ten years with preference for prior SS4A Safety Action Plan experience, subconsultant experience from the past five years, project approach, team familiarity with local issues, and references. The prime firm must perform the largest share of the assignment. The City will announce a shortlist by September 16, 2026 and its final decision by September 23, 2026. Submissions must be delivered in person, by U.S. Mail, or by private courier as two hard copies and one USB drive with PDF version; electronic submissions are not accepted.
