About this opportunity
The University of Connecticut is soliciting cost proposals and statements of qualifications from a multidisciplinary engineering firm to complete four primary tasks under a Safe Streets for All (SS4A) grant funded by the U.S. Department of Transportation's Federal Highway Administration. The four tasks include: updating the Active Transportation Plan with a Comprehensive Safety Action Plan appendix; developing a comprehensive mobility model for campus traffic patterns; assessing impacts of converting three roads (Hillside, Gilbert, and Glenbrook Roads) to transit and multimodal use; and conducting a sidewalk inventory and condition assessment for ADA compliance. The solicitation requires the selected firm to possess professional engineering capabilities including transportation planning, traffic engineering, civil engineering, landscape architecture, and surveying, with preference given to a single multidisciplinary firm capable of self-performing the majority of required work. Proposers must provide a Professional Engineering Company License and at least one Connecticut Professional Engineering License, along with a detailed narrative describing project approach, quality assurance procedures, cost control methodology, relevant experience from the past ten years, and qualifications of proposed key personnel with resumes. This is a Quality-Based Selection procurement where cost proposals are evaluated separately with the lowest cost proposal receiving maximum points. The RFP was released on March 30, 2026, with a pre-proposal conference scheduled for April 6, 2026 at 11:00 AM via virtual video conference, questions due by April 21, 2026 at 2:00 PM, and proposals due by May 5, 2026 at 2:00 PM through the HuskyBuy Portal, with anticipated contract issuance on June 30, 2026 and all work to be completed within two years.
The University of Connecticut encourages participation from Small Business Enterprises (SBE), Minority-Owned Businesses (MBE), Woman-Owned Businesses (WBE), and businesses owned by persons with disabilities (DisBE) certified by Connecticut's Department of Administrative Services, though no specific set-asides or restrictions limiting participation to these groups are identified. All vendors are eligible to respond to this opportunity. Proposers must submit SEEC Form 10 and any applicable Supplier Diversity Certificates as part of their proposal package. No incumbent vendors or current contractors are identified in the solicitation documents. The estimated consultant team funding is under $600,000, with all work expected to be completed by June 2028. Prospective bidders should contact the procurement agent, Shamona Kamm, at shamona.kamm@uconn.edu or 860-486-5797 for assistance with online bid submission through the HuskyBuy self-service portal.
