About this opportunity

The District of Columbia's Office of Contracting and Procurement (OCP), on behalf of the District Department of Transportation (DDOT), is conducting a Request for Information (RFI) for technology providers specializing in automated Weigh-in-Motion (WIM) screening and commercial vehicle weight enforcement. This RFI seeks emerging technology solutions designed to protect critical infrastructure by enabling fully automated screening of vehicle size and weight regulations. The procurement is specifically targeting technology providers with innovative approaches to commercial vehicle monitoring and enforcement. The RFI is strictly for information and market research purposes, and does not constitute a formal solicitation or commitment to procurement. Interested vendors are invited to submit responses by April 30, 2025, with the understanding that all response costs will be borne by the respondents. Vendors are advised to regularly monitor the DTAP website (https://dtap.ddot.dc.gov) and the OCP website (www.ocp.dc.gov) for potential future solicitation details.

This RFI does not impose specific set-aside designations or organizational restrictions on potential respondents. The District explicitly states that non-response to this RFI will not preclude participation in future solicitations. While no specific budget range or award value is mentioned, the focus is on obtaining market intelligence about current industry trends, technological capabilities, implementation strategies, and potential solution approaches for automated commercial vehicle weight screening. The procurement process is currently in an exploratory phase, with no binding contractual obligations implied by the RFI. Future formal solicitations, if issued, will provide more specific details about potential contract requirements, evaluation criteria, and submission guidelines. The District's primary objective appears to be understanding available technological solutions for enhancing commercial vehicle weight enforcement and infrastructure protection.
