About this opportunity

The Muncy Borough Municipal Authority in Lycoming County, Pennsylvania is seeking sealed bids for the construction of the S. Washington Street Water Main Project through electronic submission via PennBid. The project involves the installation of approximately 911 linear feet of 8-inch PVC water main along portions of Shuttle Hill Road and South Washington Street using open cut construction methods, including five water service connection lines and main line valves. Bidders must be qualified contractors capable of completing the work within 90 days for substantial completion and 120 days for full completion, with liquidated damages assessed at $1,000 per day for failure to achieve substantial completion and $500 per day thereafter. Each bid must be accompanied by a certified check or bid bond equal to ten percent of the total bid amount, and bidders must comply with Pennsylvania prevailing wage rates for all laborers and mechanics, performance and payment bonding requirements, comprehensive insurance coverage, and the Public Works Employment Verification Act. The sealed bid deadline is 2:00 PM local time on February 16, 2026, with a Pre-Bid Conference scheduled for 11:00 AM on January 27, 2026, at the project site; attendance at the conference is highly encouraged but not mandatory. Bidding and contract documents are available for free download from PennBid at https://pennbid.bonfirehub.com, with all printing costs the responsibility of interested parties.

The project is partially funded by federal funding through the Commonwealth Financing Authority Local Share Account (LSA) Grant Agreement, with a total grant amount of $383,700, which establishes federal compliance requirements including nondiscrimination provisions under the Americans with Disabilities Act, the Pennsylvania Human Relations Act, and prevailing wage requirements applicable to all contractors and subcontractors. All contractors must comply with Pennsylvania Act 287 (One Call System) and the Pennsylvania Steel Products Procurement Act, and must ensure that employees and applicants for employment are not discriminated against based on race, age, color, religion, sex, national origin, or disability status. No specific set-aside designations for disadvantaged enterprises are mentioned in the available documentation. Progress payments will be made monthly based on a Schedule of Values at 90 percent of work completed with retainage, and final payment will be made upon substantial completion and acceptance of all work, including successful hydrostatic testing and disinfection of the potable water system. The specific total project budget or award value range is not explicitly stated in the procurement documents provided, though the federal grant amount of $383,700 provides an indication of partial project funding.
