About this opportunity

The state and local contract opportunity is a comprehensive sewer rehabilitation project issued by the Tohopekaliga Water Authority in Polk County, Florida, for the S. Poinciana Blvd and Robert McLane Blvd area. The procurement involves installing approximately 191 linear feet of 24" steel casing, 118 linear feet of 10" SDR 35 PVC gravity main, and associated infrastructure improvements. Specific project components include three new 10-15 vertical feet manholes, one manhole replacement, asphalt roadway open cut and resurfacing, concrete curb removal and replacement, installation of isolation valves and fire hydrants, new residential services, and meter relocations. The project is funded through the Water Infrastructure Finance and Innovation Act (WIFIA) and requires contractors to obtain Osceola County permits. The procurement is identified as Invitation for Bid (IFB) 25-038, with a bid submission deadline of September 25, 2025. Contractors must demonstrate comprehensive compliance with multiple certification requirements and provide detailed documentation of their qualifications.

The contract opportunity appears to have several significant vendor qualification restrictions, including mandatory compliance with Florida's vendor eligibility requirements. Vendors must complete extensive certification forms covering areas such as E-Verification, Public Entity Crimes Act, scrutinized companies lists, anti-trust violations, and human trafficking prohibitions. Specific compliance requirements apply to contractors, with potential contract termination for non-compliance or false certifications. While specific budget ranges are not explicitly stated, contracts valued at $1 million or more trigger additional scrutiny and certification requirements. The project involves complex infrastructure work that necessitates vendors demonstrate technical capability, legal compliance, and financial stability. Contractors must also provide non-collusion affidavits, structural record acknowledgments, federal suspension certifications, drug-free workplace documentation, and trench safety act compliance. The comprehensive vendor qualification framework ensures legal compliance with both Florida statutes and federal regulations.
