About this opportunity

The City of Fredericksburg, Texas is issuing a Request for Qualifications (RFQ) for the S. Llano Shared-Use Bridge and Ufer Street Sidewalk Project, seeking a qualified engineering firm to design and construct a comprehensive infrastructure improvement project. The procurement targets engineering consultants with Local Government Project Procedures (LGPP) Certification and a minimum of five years' experience in TxDOT project design and construction administration. Specific deliverables include topographic design surveys, detailed plans and specifications, construction cost estimates, construction administration, geotechnical engineering, utility coordination, environmental assessment, floodplain analysis, and potential landscaping design. The evaluation criteria will comprehensively assess submissions based on four key areas: project understanding and approach (30%), project managers' and task leaders' experience (30%), team experience with non-vehicular development projects (30%), and references (10%). Sealed Statements of Qualifications will be received on Thursday, November 18, 2021, until 4:00 PM CST at the Fredericksburg City Hall, with submissions after this deadline being automatically disqualified.

The project carries a 0% Disadvantaged Business Enterprise (DBE) goal, though race-neutral DBE participation is encouraged. Consultants must provide proof of various insurance coverages, including professional liability insurance with a minimum of $1 million per occurrence, and must be administratively qualified by TxDOT with an approved indirect cost rate. The project is funded through the Texas Department of Transportation's Transportation Alternatives Set-Aside Program, indicating potential federal and state funding involvement. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment. The City reserves the right to reject any or all submissions and to negotiate contract terms with the most qualified applicant, maintaining flexibility in the procurement process. The complete Request for Qualifications document is available for download on the City's website (www.fbgtx.org), with potential bidders responsible for checking for any addendums or additional information.
