About this opportunity
The Borough of Catasauqua in Lehigh County, Pennsylvania, is seeking competitive bids for the S. 14th & Poplar Streets Pocket Park development project. This public infrastructure procurement involves constructing a new recreational park space, which includes installing playground equipment, safety surfacing, planting trees, constructing an asphalt trail, and adding related recreational amenities. The project is partially funded through a Greenways, Trails, and Recreation Program (GTRP) grant administered by the Pennsylvania Department of Community & Economic Development. Interested bidders must submit proposals by October 20, 2025, and can review comprehensive project documentation including the Notice to Bidders, Project Plans, Proposal Section, and Technical Specifications. Key submission materials include the proposal document, detailed project plans, wage rate determinations, and compliance with general conditions outlined in the bid package. Potential contractors should carefully review the 4-04 Information for Bidders document, which likely contains specific submission requirements, evaluation criteria, and technical specifications.
While specific set-aside designations are not explicitly detailed in the provided documentation, contractors should anticipate standard municipal procurement requirements typical of Pennsylvania public works projects. The project appears to be open to qualified construction and landscaping firms with experience in municipal park development and recreational infrastructure installation. Contractors will need to demonstrate compliance with prevailing wage requirements, as evidenced by the wage rate determination document included in the bid package. The GTRP grant funding suggests potential additional compliance requirements related to state grant guidelines. Although a specific budget range is not disclosed, municipal park development projects of this scale typically range from $100,000 to $500,000, depending on the complexity of site improvements and specific recreational amenities. Interested bidders should prepare comprehensive proposals that demonstrate technical capability, relevant experience, and the ability to complete the project within anticipated timeframes and budgetary constraints.
