Penn West University, part of the Pennsylvania State System of Higher Education, is seeking separate prime contractors for the Rutledge Institute Renovations project located in California, Pennsylvania. The procurement involves comprehensive renovations and expansion of the Rutledge Institute within Morgan Hall South, along with the complete demolition of Morgan Hall North. The primary contractor will be responsible for furnishing all labor, superintendence, materials, tools, and equipment necessary to complete the construction per contract documents. A pre-bid conference and site visit is scheduled for June 24, 2025, at 1:00 PM at the Morgan Hall lecture hall, which is recommended but not mandatory for potential bidders. Interested contractors must register on PennBid to obtain documents, submit proposals, and receive project updates, with all questions to be submitted through the platform's "Ask a Question" feature.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the bidding process is open to registered contractors through the PennBid platform. The project spans Washington County and involves Penn West University's California Campus, suggesting potential regional economic development implications. No specific budget range or award value is provided in the documentation, though the comprehensive renovation and demolition scope suggests a substantial project investment. The procurement requires contractors to follow Pennsylvania statutes for separate prime contracting, with the general construction contractor serving as the lead prime contractor.
