About this opportunity

The Maryland Aviation Administration is requesting bids for runway traction sand for BWI Thurgood Marshall Airport under IFB R6048505 (BPM058321), with bids due September 2, 2026 at 2:00 PM EST and public bid opening on September 16, 2026. A small business preference applies under COMAR 21.11.01.05: small businesses may win if their bids do not exceed the most favorable non-small business bid by more than 5 percent (7 percent for veteran-owned small businesses, 8 percent for disabled-veteran-owned small businesses).

The scope is washed sharp sand for runway skid control, supplied on an as-needed basis and delivered within 48 hours of order receipt. The sand must meet FAA specification 150/5200-30D and conform to specified gradation requirements using USA Sieve Series standards. Bidders must submit a minimum 20-pound sand sample in the technical section.

The estimated contract value does not exceed $100,000 over the contract life. The contract term is one year from notice to proceed, with unilateral extension rights by MAA for an additional period of at least one-third of the original contract duration if funds remain unspent. Historical usage totaled 150 tons in the 2024–2025 snow season and 72 tons in the 2025–2026 season, though quantities are estimates with no guarantee of minimum or maximum orders. All bid prices must be quoted free on board (FOB) destination, inclusive of shipping, handling, and administrative charges, on a per-metric-ton unit price basis.

Award will be made to the lowest responsible and responsive bidder. Approved equals are not permitted, and late bids will not be accepted. The written question deadline is August 19, 2026 at 2:00 PM EST. Addendum 1 was posted September 1, 2026; bidders must acknowledge receipt of all addenda to avoid bid rejection. Bidders must register with the Maryland Department of Assessments and Taxation (SDAT) and on the eMMA website. The procurement officer is Jimmie Michael at amichael1@bwiairport.com or 410-859-7339.
