About this opportunity

Mesa County, Colorado has issued an Invitation for Bid (IFB-2532-SH) for a comprehensive laptop system lease/purchase with installation for law enforcement vehicles. The procurement seeks a five-year lease of 120 rugged laptops, with bidders offering two proposed models: Getac V110G7 and Getac V120. Associated equipment includes 91 vehicle docks, vehicle power systems, vehicle antennas, and 32 desktop docks, with full installation services for a diverse fleet of vehicles including Dodge RAM, Ford Explorer, Ford F150, and Chevrolet Tahoe models ranging from 2009-2024. The solicitation will be conducted electronically through the Rocky Mountain E-Purchasing System (RMEPS), with proposals evaluated on best value considering technical capabilities, prior experience, and price. Key dates include questions due by October 30th, 2025, and proposals due by November 7th, 2025, with an estimated contract start in the week of December 15th. The initial contract term is one year, with potential for four additional one-year renewals, and installation will be performed on-site at 971 Coffman Rd B in Whitewater, CO. Evaluation criteria emphasize quality, service, and total cost of ownership rather than the lowest initial price.

The solicitation does not explicitly mention specific set-aside designations or restrictions on responding organizations. Mesa County is a tax-exempt government entity seeking to maximize the purchasing value of public funds. The county requires comprehensive insurance coverage, with minimum liability limits of $1 million across various categories. While no incumbent vendors are specified, the procurement indicates a strategic technology refresh for law enforcement vehicle equipment. Bidders must provide detailed pricing for laptop lease, vehicle docking, power systems, antennas, desktop docks, and installation as one-time or lease expenses. Mesa County will select either Proposal A (Getac V110G7) or Proposal B (Getac V120), but not both, suggesting a rigorous selection process focused on meeting specific technological and operational requirements for law enforcement vehicle technology infrastructure.
