About this opportunity

The Holyoke Housing Authority is soliciting electronic bids for rubbish removal services across eleven housing developments and one central maintenance facility in Holyoke, Massachusetts, with bids due October 16, 2026 at 2:00 p.m. through the ProjectDOC online portal. Prevailing wage rates as determined by the Massachusetts Director of Labor and Workforce Development apply to all employees performing work on this contract — a material cost constraint.

The scope encompasses weekly to tri-weekly pickups of various container sizes (96-gallon toters, 8-yard and 30-yard roll-off containers) at multiple facilities including Seibels Apartments, Zielinski Apartments, Coughlin Apartments, Beaudry-Boucher Apartments, Falcetti Towers, Rosary Towers, Toepfort Apartments, Beaudoin Village, Churchill Community Center, and Congregate House. The contractor must dispose of rubbish at a Commonwealth of Massachusetts-approved, licensed facility and bill the HHA monthly for services rendered.

The contract term is two years, commencing February 1, 2027 through January 31, 2029, with no renewal options. Pricing shall be submitted as a base monthly charge per location without allowance for additional transportation, fuel, energy, insurance surcharges, or over-capacity removal fees unless specifically approved by the Authority. The HHA is exempt from federal and state sales and excise taxes; pricing must exclude these taxes. Award will be made to the responsive and responsible bidder offering the lowest total price that does not exceed HHA appropriations.

Contractors must provide proof of insurance (personal injury limits of $100,000–$500,000, property damage limits of $100,000, and statutory workers' compensation coverage), HUD Forms 5369A and 5369B, Certificate of Non-Collusion, Tax Compliance Certificate, W-9 Form, references from contracts completed within the past two years, and a five-year safety record including OSHA Form 300 if applicable.
