About this opportunity

The State of Maine Department of Conservation, Inland Fisheries & Wildlife, and Marine Resources is requesting bids on a Master Agreement for rubber boots with bids due March 21, 2013. The solicitation covers six boot styles across three categories: insulated hip boots (Big Chief 600G Waders and Trapline Hip Waders), uninsulated hip boots (Marsh Hip Waders and Big Chief Ankle Fit Hip Waders), and insulated and uninsulated pac boots (Burley Classic hunting boots, Insulated Pac Boots, and Grange Hunting Boots). All boots must be LaCross brand or approved equivalents and available in men's medium sizes ranging from size 3 to 16, depending on style.

The estimated quantity over the contract duration is approximately 50 pairs, with actual volumes determined by departmental orders. The contract runs through March 31, 2014, with options for two additional one-year renewals. Delivery must occur within 10 working days of order receipt. Pricing must be quoted as net prices including all transportation charges, FOB destination, and must remain firm throughout the contract term. The State of Maine Procurement Card must be accepted with no surcharge regardless of payment method. Questions must be submitted through the Vendor Self Service (VSS) platform no later than 48 hours before bid opening.

All vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% fee of total contract value applied to Code of Conduct Anti-Sweatshop compliance and monitoring, payable within 30 days of purchase order execution or quarterly for term contracts. A notarized Code of Conduct form must be submitted by the bid opening date. Award will be made to the lowest-priced bidder meeting all specifications and offering best value to the State, with price receiving a minimum of 25 percent weight in evaluation criteria. The State reserves the right to reject any or all bids and to cancel the contract with 30 days' written notice or immediately for non-compliance.
