About this opportunity

New Smyrna Beach Utilities is soliciting Statements of Qualifications from professional grant-writing consultants to provide continuing grant research and writing services for the Engineering Department on an as-needed basis, with sealed proposals due October 14, 2026 at 2:30 PM through VendorLink.

Consultants must hold current professional registration certificates as required by Florida law and demonstrate significant experience with municipal and public utility projects completed within the past ten years. The scope covers proposal research identifying prospective funding sources, preparation of letters of intent and pre-applications, full proposal development including needs assessment and literature reviews, and grant writing support for Electric, Water, and Wastewater projects.

New Smyrna Beach Utilities will select no fewer than three firms deemed most highly qualified, with potential interviews of up to five firms before final ranking. The evaluation committee scores proposals on five criteria: relevant project experience and references (25 points), consultant understanding of utility-specific projects (30 points), staffing and key personnel qualifications (20 points), location of local office (5 points), and three references with current similar contracts (20 points).

The initial contract term is one year, with automatic renewal options for up to three additional years contingent upon satisfactory performance evaluations and fund availability. Unit prices must remain firm for the initial one-year period; price adjustments are considered only prior to renewal. Compensation is task-based, authorized following submission of detailed scope documents with cost and schedule estimates. Consultants must maintain professional liability insurance of $1 million and comprehensive general liability coverage of $1 million per claim with $2 million aggregate.

Proposals are limited to fifty pages. Questions are due September 16, 2026; an addendum will be published September 30, 2026. Respondents must direct all contact to Procurement Manager Maureen Lynch at mlynch@nsbufl.com or (386) 424-3046 prior to award recommendation.
