About this opportunity

Richmond Redevelopment and Housing Authority (RRHA) is soliciting proposals for Benefits Broker Services for Human Resources under RFP RRHA-RFP-2026-35, with the preproposal conference rescheduled to October 28, 2026 at 2:30 p.m. via Microsoft Teams, written questions due November 2, 2026, and proposals due November 20, 2026 at 2:00 p.m. Addendum No. 1 moved the conference from October 27, 2026 at 11:00 a.m.

RRHA encourages participation by small, women-owned, minority-owned, and Section III businesses through subcontracting, joint ventures, or other contractual methods. This is encouragement, not a set-aside. The RFP permits cooperative purchasing, allowing other local governments, school boards, and agencies serving local governments to access the contract at negotiated prices without RRHA's direct administration.

The scope is benefits broker services providing human resources support to RRHA. Offerors must submit detailed fee schedules with costs held firm and fixed for at least 90 days after submission, including all anticipated reimbursable expenses and applicable taxes. The contract runs an initial one-year period with one optional one-year renewal, for up to two years total. The opportunity is tagged to Newport News City and Roanoke City.

Proposals will be scored on a 100-point scale covering objective and subjective factors: proposed costs (30 points), quality of technical approach and services (20 points), technical capabilities and management plan (20 points), relevant experience and past performance (15 points), demonstrated understanding of requirements (10 points), and overall proposal quality and organization (5 points).

Proposals must be submitted electronically through eVA or by mail to RRHA's Division of Procurement and Contract Administration. Questions go to Dorothy Morris, AVP of Procurement.
