About this opportunity

Red Rocks Community College (RRCC) in Jefferson County, Colorado is requesting qualifications for architectural and engineering consulting services for the East Wing Renovation project at its Lakewood Campus, with qualifications due August 4, 2026 and a mandatory pre-submittal conference and site tour on July 21, 2026. The project scope encompasses renovation and relocation of the President's Office, Marketing, and Foundation offices—approximately 3,900 gross square feet for marketing and presidential office relocation plus 860 gross square feet for Foundation Office renovation.

Respondents must hold a valid Colorado architecture license, have two years of continuous operation under the same name, demonstrate design experience on at least two projects exceeding $2 million in hard costs, and maintain a Colorado office for a minimum of five years. Attendance at the mandatory pre-submittal conference is required. All firms must register with the Federal System for Award Management and provide their Unique Entity ID. Per Colorado law, the project is subject to Buy Clean Colorado Act program requirements, mandating Environmental Product Declarations that meet the Office of the State Architect's maximum acceptable global warming potential limits for eligible materials. Colorado labor shall constitute at least 80 percent of work.

The estimated project cost is $2.563 million. RRCC will select three to five firms for a short list by August 11, 2026, followed by mandatory oral interviews anticipated for the week of August 17, with final selection expected the week of August 24. Design is targeted for completion by December 2026, with construction beginning Spring Semester 2027 and targeted occupancy in Fall Semester 2027. The college plans a Design/Bid/Build project delivery approach. Evaluation criteria include project team qualifications and experience, firm and team capabilities, prior experience on similar projects, project approach methodology including budget and schedule management, equity and diversity initiatives, and work location proximity and familiarity with the local market. The selected consultant will deliver services across pre-design, schematic design, design development, construction documents, bidding, contract administration, and one-year post-construction warranty phases under the State of Colorado Architect/Engineer Agreement (Form SC-5.1).
